The Board of Directors is responsible for setting policy, implementing programs, and representing the interests of our members. The board meets the fourth Tuesday of the month February – November. See our calendar for information on the next board meeting.
Kathy A. Bailey, J.D., President & College Liaison
Kathy received her Bachelor degree in English from Arizona State University and her Juris Doctor from Lincoln Law School of Sacramento, CA. She previously taught in the paralegal program at Heald College for over 5 years. She has worked in a variety of legal roles in corporate, government, small and large law firms. Ms. Bailey is currently employed at Lewis Brisbois Bisgaard & Smith LLP, a large national law firm and is dedicated to helping others reach their full potential. Ms. Bailey has served as the SVPA Vice President of Education for the past two years.
Jessica Kloepfel, Vice President Membership & SCBA Secondary
Jessica received her A.A. Degree in Paralegal Studies from MTI College in 2013 where she also received her Legal Secretary Certificate in 2012. Her past experience includes legal assistant to the Chief Administrative Law Judge, General Counsel and Deputy General Counsel for the State of California, Public Employment Relations Board. She currently is a paralegal and legal assistant for a Medical Malpractice firm in Sacramento. Ms. Kleopfel has served as SVPA Secretary for the past two years and an SVPA Director since 2015.
Laila Sanousi, Vice President Education & College Liaison
Laila obtained her degree in Legal Assisting through American River College. During her time in the legal filed Laila has worked in the areas of real property, bankruptcy, corporate, and employment law. She is currently working as a Firm Administrator/Special Projects Paralegal at Krogh & Decker, LLP a downtown Sacramento law firm that primarily serves businesses and their owners/operators. Laila enjoys the pace and variety that litigation practice offers and she hopes to prove to be a resource for paralegals and legal assistants entering the field. Laila is currently serving on the Sacramento Valley Paralegal Association Board as the Vice President of Education and is committed to being part of an organization that works to support paralegals in our community as well as foster an understanding of the valuable role paralegals play in the legal field.
Norma Salinas-Bonnafon, Secretary
Norma is a 2014 graduate of American River College of the Legal Assisting Program and has been a member of SVPA since 2012. Norma has worked for a defense Workers’ Compensation attorney for over 7-years. Norma is currently working for Law of Offices of Bradford & Barthel, LLP, and she is Billing Coordinator in the Finance department where she is assigned four offices throughout California to assist attorneys and their legal secretaries with their billing and matter questions and requests. Norma also handles billing and reconciliation for about ten accounts/clients. She enjoys working there because she has to use her principles and ethics that she learned in the ARC Legal Assisting program. In addition, Norma has over 25-years of experience in Office Administration and Inventory Management in the computer industry, and she has worked for companies like Packard Bell NEC, Apple, and Hewlett Packard. Norma is currently a PTA board member where she is the Treasurer for Third District PTA, and she provides training and mentoring for Council and Unit Levels Treasurers. Norma is also a Loan Signing Agent/Notary Public and provides closing services to buyers, sellers, and real estate investors.
Janine Orsi, Treasurer
Janine has been a member of SVPA for sisteen years, serving as a Director and Treasurer. She has worked as a paralegal for 26 years for the California Attorney General’s office in Tort, Condemnation, and Administrative law.
Emily Larsen, MPA, CRP, Director, NFPA Primary Representative
Emily is interested in advancing the paralegal profession and encouraging individual paralegals to achieve their personal and professional goals. Emily has served SVPA as Director and NFPA Representative. She has been a member of SVPA for over ten years. She received her Paralegal Certificate from CSU, Chico; Bachelor of Arts from University of Puget Sound; and Master of Public Administration from CSU, Chico. Emily passed the Paralegal CORE Competency Exam (PCCE) in 2015 and is a CORE Registered Paralegal. Emily has worked in legal support for over 20 years and is currently employed at Sutter County Counsel.
Rhonda Harrigan, Director, SCBA Primary
After 8 years as a legal secretary, Rhonda returned to school to earn her Paralegal degree from Blackstone in 2009. Rhonda supports several Rivera & Associates practice area with an emphasis on Litigation, Personal Injury, Civil Rights, Insurance Defense and Construction Defect. Ms. Harrigan has served on the SVPA Board since 2015.
Keri Heaton, Director, Editor
Keri is currently a paralegal with Lauria Tokunaga Gates & Linn, LLP, specializing in insurance defense and medical malpractice litigation. Previously, Keri was with Duggan Law Corporation as their litigation secretary and paralegal. Keri graduated summa cum laude from California State University, Sacramento with a B.A. in Journalism in 2011. She went on to earn her Paralegal Certificate from University of California, Davis in 2013. Keri’s past experience includes freelancing for School Innovation & Advocacy’s Cabinet Report and working in the public relations department of the Sacramento Regional County Sanitation District. Keri has served as an SVPA Director and Editor for the past two years.
Alisa Razumovsky, Director, Social Media
Alisa graduated from San Diego State with a B.S. in Criminal Justice. In 2011, she earned her paralegal certificate from the University of San Diego and she began her paralegal career working in Business Immigration law for five years. She currently works in the field of alternative dispute resolution (ADR) as a Case Manager for JAMS Sacramento. Alisa is passionate about the legal profession and appreciates the diversity that it has to offer. With a desire to serve her community, she is committed to advancing the Paralegal profession, particularly in the Sacramento area. Alisa has a proven her dedication to this commitment by serving as an SVPA director for the past two years and is excited for the opportunity to continue her service as a director.

Dominique Williams, Director
Dominque received her B.S. in Criminal Justice from Southern Illinois University in 2006 and her M.P.S. in Paralegal Studies from George Washington University in 2010. Dominque started her career in the U.S. Air Force JAG Corps as a paralegal serving 7 years. Transitioning from the military, Dominque moved to Italy and worked in the medical field for 3 years and then settled in California working as a Paralegal Specialist for the U.S. Attorney’s Office. Currently, she works for the State of California as a Senior Legal Analyst.
